The UN climate conference in Baku has seen limited progress, with an intergovernmental agreement on carbon credits being the only notable success. Clare Shakya from The Nature Conservancy expressed concerns about the slow pace of negotiations reminiscent of pre-Paris Agreement times. The main focus is on the New Collective Quantitative Goal (NCQG), which aims to significantly increase climate finance from developed countries. Bolivia's chief negotiator, Diego Pacheco, criticized the lack of progress on finance for developing countries, who represent over half the world's population.
