In 2023, the EU recorded 10,793 victims of human trafficking, a 6.9% increase from 2022, marking the highest number since 2008. The rate was 24 victims per million inhabitants, with Luxembourg, Greece, the Netherlands, Austria, and Sweden having the highest rates. Most victims were women or girls, with sexual exploitation being the most common form. The number of suspected traffickers rose to 8,471, with a 10.1% increase in convictions.
