The EU has pledged €2.5 billion in support, totaling €5.8 billion in donations. Pope warns that without safety and future prospects, Syrians will continue to migrate. Some EU states are considering voluntary returns and 'go-and-see' visits for refugees, supported by the UN, to assess conditions in Syria.
