A blast in an upscale residential area of Moscow killed Armen Sarkisyan, a pro-Russian collaborator, and injured four others. The explosion occurred as Sarkisyan entered the lobby of the Scarlet Sails complex. He was wanted by Ukraine for organizing murders and had ties to criminal activities during the 2014 Revolution of Dignity.
