Russian forces are employing hybrid warfare tactics against EU and NATO territories, including surveillance and airspace violations. A German soldier in Lithuania experienced unsettling surveillance when he received a call replaying his own earlier conversation. Incidents like Russian fighter jets briefly entering Lithuanian airspace and the presence of unidentified armed men near Estonia highlight the ongoing threat. The legal ambiguity surrounding hybrid warfare complicates responses, as many actions do not clearly constitute armed attacks under international law.
