Tropical storm Ragasa weakened as it moved toward Vietnam, causing at least 24 deaths in Taiwan and the Philippines. The storm, which was the year's strongest cyclone, brought heavy rainfall and strong winds, leading to significant damage in southern China, particularly in Guangdong province and Hong Kong. Emergency crews cleared fallen trees and rescued stranded residents, while businesses and flights began to resume operations. In Taiwan, severe flooding resulted in infrastructure damage and a revised death toll.
